Peer Review Process

1. All manuscripts received by the editorial board and complying with the Journal profile are peer-reviewed, upon which the editorial board comes to the decision on the possibility of publishing them in the Journal.

2. Manuscripts are evaluated by impartial reviewers. They specialize in the scholarly area of the reviewed papers and have had publications in the area during last three years.

3. The editorial board of the journal follows the editorial ethics of the journals "Izvestiya of the Saratov University. New series". Authors, submitting a manuscript for publication, and reviewers, agreeing to review the manuscript, must also comply with ethical standards.

4. Papers are reviewed confidentially. Type of review: one-sided, blind.

5. Reviewers are informed that the manuscripts forwarded to them are the author private property and are not subject to disclosure. The reviewers are not allowed to copy the manuscripts for their purposes. A first review takes one month, as a rule.

6. If a review contains recommendations to revise the paper, the manuscript is delivered to the author to be revised. In this case the date of the paper receipt is the date when the revised manuscript is received. The article sent to the author for revision should be returned in corrected form as soon as possible. An article detained for a period of more than three months is considered as re-submitted. A revised manuscript should be accompanied by a letter from the authors, containing answers to all comments and explaining all the changes made in the article. The return of the article for revision does not mean that the article will be published, after processing it will again be reviewed.

7. In case the author disagrees with reviewer’s opinion the author is entitled to send a substantiated response to the editorial board. The paper can be either referred to another review or to the editorial board for approval. If the author refuses to finalize the article, he must attach a written justification of the reason for his refusal. In controversial cases, the decision is made by the Editor-in-Chief.

8. Considering a review, the editorial board decides on the publication of the work. The Editor-in-Chief is responsible for the final decision regarding acceptance or rejection of articles.

9. The journal editorial board forwards to the authors the decision and the copies of the reviews or a justified rejection.

10. The editorial board sends the review copies to the Ministry of Education and Science of the Russian Federation should a corresponding request be submitted.

11. The reviews are stored at the editorial office for 5 years.
